I am currently 0/3/4/4 and have yet to find a special that works as the description says that it does. I end up using my smuggler specials to kill everything.

They may not work as they are described, but there are a few good pistoleer specials that do work well (not many!). The ones I use regularly are Health Shot 1 and 2 (use both to stack bleeds), Pistol Melee Defense 1 (not 2), and Fan Shot. All the rest are pretty much useless at this point.

I do use health shot 2 but fan shot doesn't seem to work and I don't normally fight humanoids so haven't had a chance to try out pistol melee defense. Do you have to be master for these to work right?

Fan Shot is actually a very effective special in certain situations. It is a cone-effect attack that hits (and aggros, so you have to be careful) everything within it's cone of influence. For tightly grouped targets (like at lairs or small faction bases), you can take out the entire group almost as fast as you could take out a single target with other specials. In terms of damage per second per group of targets, it can arguably do more damage than any other special. Against a single target though, I prefer Health Shot 2 (some prefer Stopping Shot, which is the other special I didn't mention abovethat works well).
As for PMD1, it does work against non-humanoids. I've knocked down some huge creatures with it (some that are so huge that it's hard to imagine that a simple pistol whip could possibly take down such a creature), and once they're down, you can spam them with Health Shot 2 and often kill them without them ever striking you.
You should't have to be a Master Pistoleer to use these specials properly, although your speed and accuracy will make them much more effective as a Master. Without the accuracy, a lot of your attempts will miss, and you won't get as many second chances without the speed.

PMD2 doesn't work? aww, I was looking forward to it after I realized how awesome PMD1 was.

I agree completely with Uthyr. In my experience, HS2 is the best way to go for single mobs, Fan Shot is great for taking on multiple agroes (just have them chase you as you kite them so they all stay in a convenient little cone behind you), and PMD1 works great for dropping meleeing mobs before they can even get a swing off at you.
