1.)Are lower attack speed numbers better?


2.)What does the number signify? The length of your turn?


3.)How can I calculate DPS when the weapon's attack valuecan be anything between two numbers?

1) Yes - "Speed" is a misnomer, it's really delay.

2) The delay is in seconds between regular attacks. Special attacks (those guys you put on your hotkeys) increase the delay between shots, while also increasing the damage you do (usually), or adding some other special feature to your attack (focus on a specific pool, a bleed, a knock-down, etc...).

3) People have been calculating DPS as (min damage + max damage) / 2 / divided by weapon speed. This may or may not be totally accurate. It presumes a lot of things, like that the the distribution of damage over the possible range is linear. It ignores the fact that the apparent actual damage is 1.5x min to 1.5x max. It doesn't take into account "front end loading" of damage (first shot has no delay). If for example you had a weapon with a REALLY high damage, but a really crappy delay, it wouldn't necessarily matter because if your first shot kills, delay never even enters the picture. It also doesn't take into account the way weapon speed SKILL of the user affects effective weapon skill, and where the speed cap comes in (seems to be at 1.0 seconds). This means that, for example, for someone with a weapon skill of 80, a gun with a 1.9 second speed (delay) that does a bit more damage is probably going to be better than one with a 1.3 second speed, even though the 1.3 speed pistol probably shows a higher DPS.
