though I have pistoleer 0041 but no where in my skill tree does it say that I can use the republic blaster... is that just me? Can I still use it? or am I just screwed?

You are certified to use it. It is a bug. Look under your certifications in the skills window, and republic blaster will be there. You recieve the certification at novice pistoleer I believe. I have submitted a csr ticket over this (saying I was not certified), and they confirmed that I was certified and it was a bug.

A bit of history:

A long time ago in a galaxy far far away, some people had the certification and some people didn't. Extensive testing was done on it, and nobody could figure out why. The fact remained, however: even those with the cert couldn't use it.

Apparently, the devs couldn't figure out why either. Rather than put the cert somewhere in the tree, they had to simply change the gun so that anybody could use it (but only pistols crafted after the patch worked). You don't even need Novice Marksman to use this pistol without penalties.

It is unknown what is in store for the weapon. Most likely things will stay as they are now and the whole issue will be taken for granted as new pistols are introduced. I could certainly push for a different resolution, but the community hasn't exactly been up in arms over it for some time.
