Maybe a dumb question(s), but here goes. How do I determine my "combat level" (combat level required)?? And where can find the certs for ranged combatants??

Ctrl-C to bring up your character panel. You will see your combat level in the stats in the lower right.

It is also the number on your HAM bar.
