Is it true that there is a mindpool special skill that a pistoleer can use later in his skill tree? I know that most damage (bodyshots) are aimed at health, but are there any shots that do mind pool damage?

If there are, what are they called?

How effective are they at doing mind damage, and do they have high HAM costs?

If you take the BH line of pistols you can get eye shot which directly targets mind. But Pistoleers do not get it (if you think that sucks, don't argue about it here. there are plenty of other threads devoted to that). Pistoleers do get stopping shot which does a very large amount of damage to a random pool though, just like a regular shot, but beefier.

yep, only bounty hunters get that paticular shot. They have one tree in their profession that is devoted to pistols.

The shot you're referring to is the eyeshot in the BH pistol line. It comes at the advanced level of that line. Damage can vary depending on the weapon used but typically I find its around 400+ per shot. HAM cost can be a little steep, usually around the equivalent of a bodyshot2 (rough estimate on my part), but this can vary quite a bit depending on the weapon you're using. Since alot of bounty hunters use the scatter pistol, the action cost on the shot can hurt quite a bit if we spam it. Luckily, since most of us reserve this shot for PvP we don't typically use more than 3 shots. It is definitely NOT a shot you want to use for PvE as the cost of using it gets prohibitive.
