It increases your overall accuracy, so you will be more accurate while moving. It doesn't specifically help with 'while moving'.

AS i understood it, it was a percentage of your overall accuracy with any weapon... but seeing that pistol accuracy while moving is a different skill, i still wonder if it helps...
