With the template listed in my sig,does anybody know what the 2nd most powerful sp attack is after last ditch?

It would definitely be Stopping Shot. I can't imagine why you'd ever want to use that though if you have Last Ditch. Next in line for your template,for damage per second(as far as useful specials are concerned), would be Fan Shot.
