If you look at marksman carbines II, it has a special called FullAutoSingle1. The description reads

"This ranged attack shoots multiple bolts at once at a single target."

Full Auto Single 1 has a chance to randomly stun, blind, or dizzy your target.

Pistoleer Double Tap reads:

"This attack fires two bolts at once, causing additional damage to the target."

Double Tap has no status effect and is generally comparable to marksman specials.

I'm thinking Double Tap was supposed to be like FullAutoSingle1: randomly stun, dizzy, or blind. Preferrably stronger than the Marksman Carbines special, of course
