Thread: Need clarification on Speed Capped!

Ive been playing this game for quite some time now (11months to be exact) and i still not sure about speed capped.
So if i am speed capped at 100+ (that speed caps any pistol) does that mean any pistol i use will have a speed of 1?
For example.....a DE-10 i have (im not Master Pistoleer yet but working on it) with 4.2 spd...and when im capped itll be 1 spd lol
I have BH 0040 and Master Marksman

At 100 you will be able to shoot any pistol and any special at 1 second.

i just checked my mods and i have 103 pistol spd...and 115 pistol accuracy
