Pistoleer Archive

So I bought a brand new shiny hair dryer erm I mean Scatter pistol but neglected to notice that I hadn't seen the certification anywhere. I looked through the pistoleer, marksman, commando, and scout trees and never found anything that talked about it. Am I missing it somewhere or is this a bug?
