It's percentage based. So at 50 skill you reduce your delay by 50%, so a 2.0 speed pistol will shoot at the cap of 1.0.
However, most of the time you're also using a special attack that has a delay multiplier in it.
For example, if you're using a 2.0 pistol with BS2 (1.75 delay multiplier), your delay is now actually 3.5, so you'd need a speed skill of 71 to reduce that to the cap of 1.0

Ok, so I hear that the speed on any gun can not be lowered beyond 1.0. That leads me to believe that at some point it would be desirable to go with a slower but higher dmg gun to avoid the diminishing speed return. So, if I am a Novice Pistoleer with I belive its like a +30 speed mod, what speed gun would be needed to lower my attack speed to the 1.0?? 1.3? Am I making sense? If I had 50 speed, what attack speed on the gun would be lowered to 1.0? A 1.5 gun? I was guessing that every +10 would lower the attack speed by .1.
Thanks,
Feisty
