I have both, but cant' seem to really determine which is better... give some thoughts.

fan shot, i can do 1800 dmg which is the same as stopping shot and it has less action cost and faster attack speed.

It would depend on your pistol speed skill and the speed of your pistol. I'll run some numbers for you (since the game has gotten worse and boring so that I'm having more fun these days on the boards than actually playing):
Stopping Shot: 5X damage, 4X delay
Fan Shot: 4X damage, 2.5X delay.
So on a pure damage per delay basis, SS = 1.25, and FS = 1.6
So Fan Shot has the potential to do considerably more damage over time.
BUT... there's the speed cap of 1.0 and the flat percentage effect of weapon speed skill to consider, and this changes a lot of things (*COUGH* like game balance devs *COUGH*).
Let's look at a couple scenarios. First, we'll use a speed sliced Scout with a 1.3 speed (delay):
SS: 1.3 X 4 = 5.2
FS 1.3 X 2.5 = 3.25
So with a speed skill of 69, FS hits the cap of a shot per second. So after that, the DPS stops going up. Now SS started out 28% behind FS, and after speed skill of 69, it starts catching up. FS is currently at 4X damage with no increase in delay. SS will match that (with its 5x damage) when delay hits 1.25. That takes a speed skill of 76.
So with a pistol speed skill of 76, using a 1.3 delay pistol, SS and FS will do the same damage. So if your weapon speed skill is above 75, SS is better than FS. Otherwise FS is better.
Now let's look at a slower pistol, like a damage sliced FWG5 with a speed of 2.0:
SS: 2 x 4 = 8
FS: 2 x 2.5 = 5
FS hits 1.0 delay with a speed skill of 80.
SS hits 1.25 delay with a speed skill of 85.
So with this pistol, if your speed skill is over 84, SS is better, otherwise FS is better.

that could be right, but i also heard that speed is only capped for auto attack and even though it only shows 1.0 speed ur specials can actually go below that. i don't know if that is right, but that is what i heard.

What if you are a BH with all it's line in pistols, with that combined speed, and the abilties boxes in pistoleer, plus the speed from melee defense, will you be able to have a speed over 85?
I think i get what your saying, but with the damage delay and with pistol speed of 85+, your saying we can use a special per second with a farily quick gun? 1.25 delay is hardly a delay, and 1 second is nothing.

I believe if you're master Pistoleer + BH Pistol 4 you have a Pistol speed skill of 129.

Fan shot, by far;
I hit for stopping shot before at about 2700 damage with a 250 damage fwg5, but that was once, and every time since, it has barely hit 1200. With Fan Shot, I always hit over 1200, usually about 1500, and I love it. Unfortunately, it is the only special i use now, unless I use any bleeds. It's sad being master and only using one or 2 specials. :/
