Okay, here's the situation. I have what amounts to the last pistol I will ever use. When I load the Pup on the weapon, my modified speed is 0.67. It has the 15 bonus to pistol accuracy, plus an accuracy bonus of40 (after the pup penalty).
Should I shoot for more speed with my remaining sockets? Or accuracy?
My current template is Master Smug/Master BH/3001 Master Pistoleer. Defense is something of a non-issue, so my focus is on speed or accuracy.

well speed bottom caps at 1.0 moded, and unmoded caps differently by wepon... anything below the 1.0 is pretty much there for a, Look my gun is faster then the cutoff

I am not sure if speed has a cap or not, but I have found that there is most certainly a curve of diminishing returns in regards to speed. A weapon with .6 modified speed will NOT fire anywhere near twice as fast as a weapon with 1.2 modified speed. This is the same reason that DPS is completely borked, because DPS calculates as if it would fire twice as fast.
A good thread on this discussion can be found HERE. I wont go into full detail about that thread here, but it is a good read.
If you already have a good deal of speed, then buying more speed tapes simply will not give you a good return on your investment. However getting +25 to Pistol and General Ranged Speed, effectively adding +50 to your accuracy, will mean that you will hit more often. That is just my thought on the matter.

i dunno, i've noticed a difference once you get under 1. Just not sure how MUCH difference.
If pistol speed caps at 1.00 for all practical purposes, then you and I should all just hang up our pistols. Carbines can easily get to 1.00 modified. EASILY. And the damage is higher, and SAC can be nearly just as low. It'd be better to just all be carbineers. There's got to be SOME advantage to pistols.

It is not easy to reach a 1.0 modifed speed on a carbine unless you use a speed pup. Oh, its very possible, but not easy. And if you do use a speed up on a weapon with a 73 SAC, you will eat up your action pretty quickly. So pistoleers definitely have an advantage there.
More importantly, Pistoleers have more powerful kinetic weapons than Carbineers do. That is right, the FWG5 can kick the everloving shat out of our best straight kinetic carbine. A double capped FWG is not only easy to make, but it hits harder, faster, and with a lower SAC than either the Czerka Dart or the Nyms in terms of Kinetic damage. Carbineers also do not get Pistoleers defenses, or their root.
Dont get me wrong, I like carbines. In fact, Im a carbineer/pistoleer. I am just saying not to sell yourself short. In terms of Kinetic weapons which are almost a requirement for PvP, Pistoleers hold a damn nice weapon.

unfortunately, while LABELLED kinetic, it appears my featherweight still fires energy--thanks to those looted scopes.

My guess is that is temporary, and you certainly dont need one of those silly scopes to make a double capped featherweight.

Oh, and after a few test duels... My opponents speed was .96, mine was .66. I was definitely firing faster than him, upon checking the combat logs. I was getting in about 4 shots for every 3 he got.

Well you can go with whatever you want man. Im just offering advice based on my own experience and the information available through the online community. I dont claim to have all the answers.
Having said that, those duels may not actually tell you what you are looking for. I am assuming he has the EXACT same template that you do? That neither of you were wearing any SEAs? That neither of you were on any type of food at all? That you were fighting on a non-laggy planet? That you took more than 50 shots at each other? That each of you used the exact same combination of specials?
Im not saying you wont shoot faster, but having a couple duels may not accurately portray the truth about the importance of speed mods within this combat system. Even if all of the above were true in your duels, and that may very well be the case, you would still have to sit down with the screenshots after the fact and calculate up each of your shots over a timestamped period of time to determine to what exact degree you are actually firing faster. All of the above modifiers I mentioned can skew the results slightly unless specifically accounted for, and that is the problem. It is nearly impossible to test something like combat speed with any true efficiency because there are so many unknowns that we can not measure accurately.
If you feel you fire faster, then you probably do. Is it worth the money to get more SEAs to fire a little bit faster when you are already at .67 modified speed? I dont think so. But I am not a Dev, and more importantly...Im not you

At 0.67 modified speed you are SOO far past the useful curve of speed enhancement that more speed would be a joke in my opinion. I would go for accuracy personally.
