I think it has a lot to do with the fact that due to lag, there are times when it appears that you are a good distance and yet are still taking damage. I know this can go both ways, but when dealing with npc's that never stop shooting because somehow their action never drains (I want those buffs!) the npc's will close distance-not run away.
Also, being incredibly slow, coupled with a shot that does next to nothing for sloming anything down (knee cap) we would never be able to stay in our attack range, as I routinely get trampled still from targets that were 75 meters away at the initial shot, and only get three to four shots in as they run up. If I had a min range, I might get one sniper shot and then jump up to start to kite to help that, but now you take away our best shot by making it pointless to use.
Honestly, your stopping shot is the best shot I have to my template (MBH, MRifles, pistols 0/0/0/3 and a bunch of FS)- this at least allows me to solo creatures of 80-82 (one at a time that is lol)

Were I to replace Master PIstoleer with Master Rifleman...
I lose:
Root target for 20 seconds
Stun target
Intimidate target
Prevent target from attacking for 5 seconds.
Reduce targets defence by 80 points.
3 Different damage attacks, one of which is cone AoE
I gain:
The ability to fire from cover.
2damage attacks.
Short duration target combat speed debuff
More Max damage.
Looking at it that way I'd be losing out on quite a lot if I were a Rifleman instead of a Pistoleer.
