Well i just wanted to write something up since im bored at work if anyone has info on the speed cap thing being at 1.0 id like to see it. I never reached a speed cap as a master carbineer afaik.

As for the speed cap, and when youreach it. I am in the dark like you and would like more info of when you hit it.

Just to update on the Republic Blaster fiasco.
I bought a new one of these from my weaponsmith, and I do not have the cert, and when I examine the gun, it says I do not have the cert. However I can equip this new one, and use it completely. This does not mean it is fixed though. I still can't use the old gun, the cert is not in any tree, and is definitely not listed in my skill mod tree. Also currently anyone can use it.
Stats on new blaster (sliced for speed)
2.7, 79-242, 27.1% wound chance

What i have noticed with this gun is HAM is a killer...I can't use it for more than a few specials. Stopping shot has been anywhere between 700-1700, but its a ton of action to do it. I still think the SR Combat and the FWG5 are our best pistols in regards to HAM cost vs. damage output. So I am still waiting for the devs to give us specific pistols besides the DX2 (which also has high HAM costs, mine being 25, 45, 18) and the damage is 119-160, speed 1.2 (powered up)
