Which may be a subtle but potentially important distinction. If your enemy has a really really high "to-hit" percentage already (like an elite combat PC would), maybe you'd get more bang for the buck out of Dodge, since his "to-hit" might be obscenely high either way, especially if there's some sort of cap involved.
(I'm thinking of comparisons to paper-and-pencil RPGs like GURPS here.)
..unless a succesful dodge just forces the opponent to re-roll his/her/its attack roll. ("so you just dodged my shot! oh well, i just have to roll another 2+ on a d100...")
unless some dev tells us how dodge actually works we wont know for sure - and even when we are told how it should work there could still be a bug in the code.
