Yep. Since Fanshot uses "Ranged Cone of Attack" you need to keep your enemies at some 5-6m distance or you'll only hit the on you are using it at. I think the best way to use it against melee MoBs/creatures is to kite them and have them line up behind you in a single clump - that way you'll be able to all the creatures instead of just one at a time (Watch out where you are going though).

Unless you have strong armor, defenses, and a buff. Then use it in places like the Hyper Drive Facility on Rori and aggro EVERY single NPC. Then when they all come into one room, you shoot them ALL with Fan Shot (switching targets from time to time as your primary will die and new npcs reach you) and you'll clear the place out in 1/3 the normal time!
