There really are new pistols in the .TRE files. I've seen them for myself. Why would the devs put them in there if we weren't going to get them?

Maybe to make the people messing with the .TRE files pull their hair out? really I dont know...this could be artwork for the future, the ability to expand later on. Who knows, but I know with JTL we arent getting any new pistols...could be for the combat balance.

I cant say why they are in there...I know the robotic arm was added for that NPC from the village quests, But as for the new weapons I cant say.
