Fanshot works, but is it working as intended? Your right that the description says it hits "A" target multiple times, but it hits multiple targets in about a 45 degree cone, maybe a bit smaller.

I know its just a text description, but that should be fixed or fixthe special to be what it says it is.

I can't really tell you about condition of weapons. I don't pay much attention to it. It might be possible that very little experimentation went into the durability of the weapon.
