Well, in my opinion, the things you want to look at go something like this:
1) Max damage.
2) SAC.
3) Any accuracy bonuses.
4) Speed / DPS
With pistols and enough pistol skill, the speed on most guns is low enough that your modified speed will drop down to the 1.5-1.7 range, where the difference becomes less and less noticable.
As has been mentioned many times, SAC cost is important if you plan on spamming high level specials, as they eat up action quickly. However, it seems a tactic most people are overlooking is the usefulness of the low action cost "basic" attacks. Ranged Shot, Aimed Shot, and uhhhh, there's one other one.. Placed Shot I think it's called... These don't have the fancy bells, whistles, and names of the higher level specials, but they inflict a respectable amount of damage, have fast recharging (and separate) timers, and, most importantly, don't use a lot of action. Basically, if I use up most of my action in a fight, I can switch to these attacks, still pump out damage, and actually have my action slowly increase while still shooting. Without buffs or food or spices. Your natural action regen will be greater than the action cost when you drop down to the most basic damage shot.
Also, keep in mind that higher accuracy often means more damage per shot. Not to mention hitting more often.
I like the idea of the SAC reducing PUPs being used on 100+ SAC guns to bring the cost down a bit, but not sure it's worth that big a hit on Accuracy.

It works out quite nicely with a damage capped Featherweight FWG5 as that has +15 accuracy on it anyway... so you get -4 accuracy overall.

Just there should be some pistols with more than 948 max dmg... I heard that some DE-10 can make over 1k so guess need to get over 170 dmg tissues and make few for test.. Not experimenting to speed but to dmg & SAC only.. Speed I prolly get enuf with pistol speed & general ranged speed capped..
Just foolish that ( to my knowledge ) atm min dmg isn't possible to raise up in certain ways, but it depends on luck? how high it goes.
I just got out of DPS blindness some time ago, was so happy to c 930ish dps in my scatter, dumped that actio eater
and got myself one with better dmg and 20 lower SAC. Speed is amazing 0.14 slower in this one
dump dmg pup to it and it's fine... but still looking for over 1k base dmg pistol to have

you mention increased accuracy improving damage. i have seen this, but i have also encountered what i think may be a hard cap for accuracy/damage.
i have an accuracy using a pistol(0 bonus on pistol) of 252. When i use rally, which adds 40 to accuracy, i see no change in the damage each shot does.
now, when i use a rifle(0 bonus on rifle), my accuracy is only 212. when i use rally(puts me back to 252), i DO se an increase in my damage per shot(albeit not alot vs not rallied). i have tried out deuterium-pyro that adds 189% to accuracy while using the rifle, and it see exactly the same amount of damage increase that i do with rally. I know riflemen with accuracy of near 250, and rally doesn't add to their damage.
i've used rally and D-p together for a staggering like 480 accuracy with pistols and seen no added damage.

Interesting... what were you shooting at?
