As someone pointed out, the devs said they are doing that for us. But not at what level. I do think it should be Master only. Way to cool and powerful for dabblers to get. Imagine some BH dabbling in pistols for the bonuses, happens all the time, and gets duel wield at say techniques 2 or 3. Bah!! I say.
