Ok heres my character screen, seems no matter what your determined to prove me wrong. how you can call buying a gun an getting it sliced 100% legit an exploit i dont know, obviously there is not 1.73 speed cap on a gun , or maybe it shows less but in fact 1.73 is the cap, who knows. but i want an apology off you for starters.

And here is a screenshot to show this. I am including my skill screen (which clearly shows which mods are active...+25 Carbine Speed, +25 General Ranged speed), my character screen (which shows me at 140 speed), and an examine screen of the carbine that I have equipped.

The base on my carbine is 1.98, my modified is 1.15.
The gentleman above listed his base speed as 1.94, and a modified of 1.12.
In other words, I have an even GREATER increase in speed than he does, and my speed is only at 140.
So there is no way he would need 218 speed in order to hid that modified speed of 1.12. The original poster's listed stats are entirely believable.
Not sure what calculator you are using, but you may wish to reconsider it since it appears to be flawed in some manner.

I did play around with the calculator in that thread that you posted BloodMonk, and it IS a very nice tool. I went through and equipped several different pistols and carbines, with various armor attachment combinations with them, and screenshotted the results.
The results that I came up with is that the tool is nice, but the mathematical formula driving the speed calculation is indeed flawed. In almost no instance did it accurately calculate my speed.
I will try to get some information together and send it to the creator of the tool. Hopefully it will help, and that tool will be a great resource once the correct formula gets nailed down.

the reason I didn't notice any errors is probably because I never got into extreme numbers...I've only been back for a few weeks and that means my best weapons are still curb converts (yuk) and I don't have any speed tapes
