To a Bounty Hunter a Jedi Padawan is still a Jedi.

Exactly - there's always the chance that the Jedi will get away or hide. The NPC missions are a pretty much guaranteed 30k and you don't waste any resources at all (exceptone probe droid) as no foods or buffs or even armour are required- plus he didn't say anything about excitement, just what is the quickest way to farm credits.
So, I still say that on the ground NPC bounties are the fatest.
Space can of course be even faster if you want to go that route.
