If I am going to guess I would say it lasts about 1-2 minutes or until you fire on the enemy. It doesn't seem to recharge for another 10-15 minutes. Maybe someone else has the exact numbers though.

I wouldn't count on using it twice in a fight.

From the times I've used it, it works until you shoot the target again. Using scramble again fails, you'll get a 'We're not going to fall for a banana in the tail pipe" type message. I only use it when the odds are nowhere near managable (multiple gunboats or 15 to 1 odds) or my mission involves docking/delivery only in a hostile zone.
