I'm a brand new rebel pilot starting on tier 2 and I need a new ship and am confused about my options can i fly any style ship like a rebel flying a tie or that kind of thing?

No you pretty much stuck with your faction. Imperials will fly TIE's, Rebels will fly Z-95's, and the Wings, and Neutrals will be flying all the critter named ships.
