Wouldn't say so. The decent pre-nerf ones were generally 12-16 speed with around 500 mass. I also notice you said "Mark II." Is it actually looted, or is it a crafted DI?

Yeah, if it's crafted, it won't have stats anywhere near the pre-nerf ones like I just talked about. They were loot only.

Not true. I personally crafted, and still use, Mark I DIs with speed around 14.0 and under 500 mass.

heck heard of as low as 12.0 MK I crafted pre nerf of course

errr, no idea what the resources were but my mark II is around 16 speed
