You have to be an ace to get into it.

Go to the following space zones and fine the appropriate Deepspace station.

Imperials: Endor

Rebel: Dantooine

Neutral: Dathomir

You can enter PvP mode in normal space by talking to either a Rebel or Imperial Station located in various sectors.

You leave PvP mode when you land your ship or get destroyed.
