Can anyone tell me step by step on how to go about being an imperial pilot?

Its all kinda fuzzy on how to start out but a quick tip. Dont start in Bestine Tatooine (Storm Squadron) you will hate life in a few days. Might check the sticky'd posts up top i think one has a link in it to a FAQ for starters.

Go to Kaadara, Naboo and speak with the imperial pilot trainer in one of the guild halls. He will set you up with a TIE and a mission to get you started. I can't remember his name off the top of my head but it you are a newbie his name and coordinates should be in your in-game email.

Im inquisition on gorath

once you get done with the kadaara imp guy, you can do a mission for the space station that lets you land directly at the emperors retreat. this is nice if you also wana do the imp theme park there. saves alot of driving from moena to it.

Do you have to have FP before joining the Imperial Navy?

If you can't afford a ticket to Naboo you'll need to run either some lair hunting missions or, if you have the artisan skill, run artisan missions between Bestine and Anchorhead.
