Yes you do, as well as a cargo hold,but you don't need the tractor beam.

You can buy them from a Shipwright or get them from Flash's quest that starts in the Kashyyyk cantina. Player Crafted ones are better, 'natch.

(You do need to have ROTW to mine.)
