I've tried to do a forum search, but that doesn't seem to be working for me. A browse of the bug sticky threads doesn't reveal anyone having same problem that I could find:
On the leg of the Eta-2 Actis quest on Kashyyk just after escorting the AT-ST. Admiral says rebels are attacking. I run up the stairs and just at the door a few commandos and troopers attack, dispose of them. A few more are outside. Dispose of all but 1, which I cant because hes standing inside the circular debris just up the hill to the right as you come out of the bunker. Tried running all around, throwing a grenade, etc. Just get "can't see target". He just stands there spouting the moronic idle chat ("reporting in").
Go back to the admiral and he just says get outside. No options to abandon quest in datapad or quest log. The log says I'm 0/1 troopers and 0/1 commandos.
Help!

Ah, yes. These troops typically spawn out of bounds, which is a source of no small amount of frustration to people trying to do the quest. There are two solutions you can try:
Solution 1: If you have an AT-ST or other pet, call it out. Tell it to attack the Rebel. Then tell it to follow when it can't get any closer. It sometimes will cross the server boundary there to get to the rebel and be standing right beside it. Then tell it to attack again and it should kill the blighter for you.
Solution 2: If all else fails, you could try contacting a CSR and asking them to unstick the rebel soldier for you. I believe this mission will fail if you log out.

A handy tip I picked up on this very forum for this problem was to get this part of the quest again, and when you exit the bunker wait near its entrance till the rebs spot you, then run back inside.
They will follow you away from thier bugged locations and you can take them out in single file too.
