I don't know if this is a bug in the game, but every time I have tried to examine a Belbullab-22 deed on a vendor, it never shows any information about it, such as mass or hitpoints. Is this ship a quest reward and thus they all have the same mass/hitpoints to start, or am I just encountering some quirk in the game?

Known issue, it's not just Bel's. Lots of stuff misses description. Merchants on the merchant forum seem to have narrowed it down to 21 days. At 21 days items start losing their descriptions until they're relisted. Still, other merchants claim about 25% of what they list misses description right from the start.

It's a nasty bug. Very hard to find the causes, so extremely hard to fix.

edit: All bell's start out with same amount of mass and hitpoints. It's however possible someone is selling a used one which has decayed a little, won't matter for mass but hitpoints will be lower.

I don't think it's related to the merchant bug. I don't recall "loot" deeds ever showing any stats. Redeeded player-crafted ships do though.
