DUmb question, what does Tier mean?

It's the basic ranking system for pilot... basically the tier is what lvl boxes you're working on. Tier 1 is anything from 1-0-0-0 in pilot to 1-1-1-1 in pilot, tier 2 is anything from 2-1-1-1 to 2-2-2-2 in pilot et cetera.


you can probably figure out the rest from there.
