yes and in fact, all level 4 overload programs will cause decay (unless you get them repaired by hypering in and out of deep space).

Either that or when you come to repair it at a station do this:
Repair 1/4, then repair 1/4, then repair 1/2, then repair full.
This prevents you from repairing enough HPs to cause decay.
Only use one reactor overload 4 and one engine overload 4 etc between repairs. Otherwise you will have too much damage for this to work.
