You don't need to do the Y8 quests to mine, if you have mining equipment -cargo hold and at least a laser, rather a tractor beam too- in your ship, you might start mining. Shipwrights can make all of them. It is still a good idea to make the quest as it supplies you with all necessary equipment and the Y8 at the end. (Not to mention mining equipment need materials mined from asteroids so they are expensive.)
