I think you have to be ithorian or something like that. Everybody else gets a flightsuit...

Rebel alliance or Smuggler's alliance? If you're a rebel then you have to be ithorian or wookie but if you're SA you should get it after the first three or four newbie missions

I mastered SA and RSF Neutral Pilot and got two of them, (one per faction).

So i think every neutral pilot will get them fom his trainer.

Rebels doesnt become one (dont know about ithorian or wookie )
