if you cant deed it into a ship this why.
arc 170 rebel rewoard. need to be a rebel to turn it into a ship
jedi star fighter is empire reward . need to be a emp to turn it into a ship
as for the non emp or reb i dont know

I am a freelancer pilot and look at my ship certs a while ago. Skills page shows I am certed for Jedi, ARC, and Grievous's ship at tier 4. Rebel on the ground. Not sure how this affects who gets what, but I thought it was itneresting.
