question: How do I get permission? who do i talk to?

i just found the guide to the answer to my question, which brings up another question, i mastered pilot 4 weeks after jtl release and did the theme park 6 months b4 jtl i'm corsec master. so i guess the only way to get landing permission is to drop pilot?

Join the Smuggler's Alliance squad, become a Smuggler, or a Bounty Hunter. Those are the 3 professions that grant landing right's at the palace.

well i'm a jedi knight i dont wanna be a BH or Smuggler, Smugglers Alliance is a pilot faction?,.....in jabbas? i'm master corsec atm

Smuggler's Alliance is a privateer pilot faction. First trainer is Drazen in ME Cantina.

I think you have to complete the theme park first, its the same for the emperor's retreat

Incorrect. Completing ground Theme Parks is not required, only having the correct Pilot affiliation or the correct ground profession.

There are two parts to this, being able to land at the Palace, and being able to enter. Landing is granted as mention, being SA, Smuggler, or BH ... entry is through the theme park quests or by doing a mission given by the space station from 1111 SA until (but not once you've reached) 2222 SA. It's a pretty nasty mission, really...
