So can they attack Rebels? They have to be ground Imperials to do so?

RSF can attack rebel ships in space. They cannot attack imperials in space unless the player is a ground rebel and declares overt at a rebel space station. Even then, they cannot, for some reason, assist with rebel missions for other players. RSF pilots can choose either side when entering deep space (as I suspect all neutrals can).

Even if an RSF pilot declares overt rebel, they won't be able to damageimperial NPCs in normal space. The only way an RSF can damage imperial ships is in Deep Space and Kessel, if they go to Deep Space and side with the Rebellion (even then, the bug only applies to deep space and kessel, and only to the ship you went there with).
Freelance pilots can only choose either side when going to Deep Space if they are not a member of a ground faction.
