As of now I am 2111 freelance pilot. I need to drop from freelance and go rebel. I get missions and started out of Coronet. The corsec guys don't give me any option to drop from them. Who do I go to? The rebel trainers don't give me any options either. Any help would be greatly appreciated! Thank you.

Just surrender the skills like you would any other skills. Be advised.... take the parts off of your ship before you do this... you will NOT be able to access that ship after you drop that pilot level.
