If I was to drop my ground faction so as to do the Imperial quest for the Jedi Starfighter missions, do I lose all my skills as an Alliance Pilot? Or do I keep them?

The Jedi Starfighter is a Tier 4 (Exotic) ship cert.

You don't need to change factions to get this. All factions get the cert.

Yes...but it was my understanding (correct me of I'm wrong...) that you had to be imperial in faction to either get to the area to begin the quest, or to actually begin it.

Wrongamundo, read the dev tracker; its only cross-certed so if you change factions you can still use it. Only Imperials can do the mission. And since it requires the completed quest to use, you must be Imperial at some given point.

Do I lose the Piloting skills I have as a rebel, simple answer of yes or no will do

one of my guildmates did this about a month ago. dropped out of the rebel alliance as a ground pounder, but was still considered rebel, factionally, because of his pilot cert...couldn't even try to do imp related anything until dropped all pilot skills, as well

yes. By resigning at your faction recruiter, you'll be stripped of everything associated with that faction, to include pilot.
