For me to get a new Rebel ship which is a Tier 2 ship do I need all the tier 2 boxes filled 2/2/2/2 or is 2/x/x/x ok?

You'll be able to fly a new type of ship at 2/1/1/1 but most people would advise you to take 1/2/1/1 as your first box. This will enable you to use a higher level of ship component which will increase your effectiveness in space. A ship is only as good as its parts and its pilot. If you've already taken 2/1/1/1 then I'd strongly advise you to take 2/2/1/1 as your next box. You'll see a big difference.

I have 1/2/1/1 and when I try to make my Y-wing LP tier 2, it says I'm not certified. What do I need to do for the certification he is asking for?

dude, you can pilot it because you're only 1 2 1 1! LP needs 2 1 1 1...

Its that simple...

You need to have the pilot cert from the tier 2 box to make the LP. If you check the skill that's what it gives you.
