turn on vendor location, select the Misc category, and then type "chip" in the search field. expand to galaxy wide, and you should see plenty.

Droid Engineers make the blanks, pilots program them.
On bazaar search, look for unprogrammed droid chips. Its listed under the Misc tab, and will include all the programmed versions for the search.

go on bazaar under vendor location - entire galaxy
go to menu misc - unprogrammed droid command module.
Novice droid engineers can make the chips. pilots program them with the skills they have.

I did all that. I went to misc and typed chip in search, I got like 2500 hits and went through all of them. Nothing that's called CAPACITOR OVERLOAD. There was a bunch of cap-to-shiled ones but not cap overload.
So i can just buy an empty chip and find a pilot of that specific faction to program it for me?

That is a freelancer program. Try buying some blank chips then find a freelance pilot to program them for you. You should be able to find one by title in the community > search panel. Just search for "Master Pilot".
