Hi,

I have over 1million xp for my 2nd box in Tier 4, do I have to do missions like Tier 3 to get access to train?

In tier 4 you get trained right before the missions and they take your xp then. So basically once you have the required 1 million xp you go talk to your trainer. He then offers to teach you a skill and follows that up with offering you a mission. You do the mission and start building up 1 million xp again to repeat the process.

Hmm weird,

I'm just getting offered a mission but no option to train.

You have to take a mission to start each box at tier 4. Once you done the mission you can take duty missions or just go kill anything that moves, as you seem to have done arelady. You'll get the option to train once you get the 1mil XP needed, but you MUST take the starting mission before you will get the training offer.
