Hi tried talking to both Imperial stations in Endor. All they give me the option of doing is declaring.
How do I get to go to Kessel please?

Look through the POIs in the Endor system. One of the is "Imperial Claw Station (Deep Space)." That would be the one you want.

It is the station nearest to you from the Durillium sea hyper point
