your components stats will not decay, but the overall condition of the component will. When you overload a system it can cause damage, and when repairing that damage at a space station the component will suffer 10% decay on the amount that is repaired for the overall condition. Eventually an items condition can get as low as 10, which means that that system will be disabled with almost no effort once your shields and armor are gone. This makes little difference to some pilots, but overall you'd like your components to have the highest condition possible.
That's why if you are a master and you have damage you should go to deepspace, and upon leaving the damage will be repaired free of decay. If you are destroyed outside of freespace it is usually recommended to repiar the minimum possible to get your ship to deepspace, so that you can minimize the decay to your ship and components.

I build you a part. While crafting I see that it has 417.97812 hit points. You do 4 points of damage to it. Its now 413.97812, repaired it is 417.57812. But you get the rounded version, and it looks like no decay has occurred.
Ok sloppy, but you get the idea. It might even be four digits... either way, even doing the level one overloads if you watch your parts carefully you see that there is no such thing as a free ride. There is a list of programs around here somewhere that has the amount of damage each program does. Divide that by 10 and that's your decay.
