If you can't get your Vaksai, or other ROTW reward ship generated from the deed, even if you got the badge...
Hit some POIs! Once you have a total of 5 of any kind of badge, the bug fixes itself.

Thank you! I've passed along the info to someone that was stuck with this problem. He or I will post back if it works.

Worked... I have 6 badges in my bio... the last was a 2 for 1... was able to generate the ship right after that
