ok i got the deeds now can i turn rebs and regrind my master tree or I must have do first 4333 imp ?

As long as you complete each quests for each ship, you can be whatever you want to be in ground or space, even neutral.

The technical term for this is "systems balancing", prior to release. After release, it's still balancing, but changes can be considered nerfs or enhancements.
