Can anybody tell me if the X-Wing Shrakes actually do anything or are they just a decoration

I could be wrong, but I think the side strakes add mass??
Dunno, I'm an Imp, I fly a JSF (ISS Sabre) a Bel-22 (ISS Sceptre) and a Decimator (Mask of the Red Death).

your a imp and you fly those? I hope thats for pve only 
For pvp the Only real Imperial rides: Oppressor (missle boat) Interceptor (my fav) or Advanced

Aside from decoration they have little use I found... maybe that they have limited hitpoints that can adsorb a little damage. They do not add to the mass capacity however.
