Are they JUST for missile protection? Some seem to hint at other properties.

It remains to be seen if countermeasures are persistent. You CAN launch them without having been locked onto and fired on.
It ALSO remains to be seen if they ARE persistent how long the effect lasts, or if you're engaged with multiple incoming missiles if one countermeasure will divert both.
But to my knowledge, no - even though the higher-level CMs hint at additional uses, their main uses are to decoy missiles, and drain your wallet because they're not especially cheap to make (unless the SW uses POS components).
Nine times out of ten, it's better (and cheaper) to just take the hit (unless it's a player-craft-fired missile, but if someone takes the time to lock you up instead of just FIRING on you, they're an idiot).
