My one works as intended. Although I cannot give specific figures, it works below 1k range. You have to aim with the corresponding weapon arc to the small asteroid chunk (after blasting the big one flying off the asteroid to 2-many pieces), "fire" that arc (and no other weapon), keep it active till the chunk is "swallowed" and remember to adjust aiming (I use a B wing's lower arc and need to yaw up slightly, as it is below the cockpit). If you aim well, there is a particle effect on the chunk. If you do not aim and tractor at the moment of contact, the chunk only hits the chassis or flies away, so be careful.

Tractorbeams work by pulling rocks towards the ship, when the rock is within the ship range it is pulled in to the cargo bay,
POB SHIPS PRE PUBLISH 24 CAN NOT USE TRACTORBEAMS AS THEY DON'T MOUNT AS TURRETS. (think its a bug)
currently the only way to mine in a POB is to use mining lasers mounted on turrets, and they will only allow you to shoot away at rocks if the pilot is at the helm.
not sure how much is going to be fixed today but we will see in a few hours time. (IF THEY DON'T POSPONE IT AGAIN)

When I grouped it with my other weapons, it just fired short, useless bursts. However, when grouped separately, for example in group 3, it worked fine, although I have to use my "3" button to use it. Basically you have to keep it pressed down to let it work...

First remove it from all weapon groups, then toggle it on (default 6 on the keyboard but it can be changed) then point it at the rocks.
Took me a few tries the first time good luck.
